One workaround to avoid low-res PDFs is to print to a Postscript file, then open the Postscript in Preview, which automatically converts to PDF--correctly.
If any graphics are embedded (AppleWorks, some versions of Word, etc.), use EPS for the highest resolution. Why the built-in PDF generator in OS X won't work properly is a mystery.
