Gene, the word COP originated in England where Robert Peale's bobbies were also refered to as Constables On Patrol, or COPs. The term spread to the US via New York City PD.

COPS walking a beat were also referred as a FLATFOOT, my late father was on the
Bureau of Police in Portland, Oregon, his first assignment was walking a beat, he
actually had flatfeet, which added to the nick-name.
