Quark 4, 5 & 6 (and maybe earlier) versions can all achieve the same results you demonstrate here. Simply create a new color swatch with the multi-ink color mode. Then you can choose which inks and screen values to use. If you create one swatch for the background color and a second swatch for the picture color, you can have the desired effect without resorting to ugly opacity tricks. This method also allows trapping issues to be more clearly dealt with.
