At least it is with the amount of choices Photo/Graphics has, 325 separate borders in the base package alone. Spend an extra $50 and you get 775. Within those choices, a user can also blend and blur the border. This is clearly more than just choosing a nice border, using effects like Burn, Carve, Drop Shadows, Grain, Colorizing, Glows, and Edge Distortions allow your creative side to experiment.
