Just wanted to point out that many DNS services such as DynDNS and EasyDNS allow you to run a server off a dynamic IP. You install a small utility on your machine which notifies the DNS servers of your IP whenever it changes. They reset every five minutes or so, so your longest outage will be 5 minutes, but generally less, depending on where in the cycle you hit the DNS.

I'm currently -gasp- salaried as the Webmaster (read: everything that uses the internet is your problem) at a mid-sized non-profit. One of the senior managers here is the Do-It-Yourselfer. Every project start with "I was going to just whip this together in (PHP, MySQL, PERL, HTML, XML...) but I just don't have the time.
