Hi,
I've noticed that sometimes when I choose a color via my color picker or even when I create a new cmyk swatch with specific percentages, the color result does not appear to be what I intended. Often, it's a lot more dull than the bright color I see in my pantone book or even in the color picker window.

Hopefully I am describing this well. Any help to this problem would be very much appreciated thank you!

Could be that you have proof

Could be that you have proof colours activated and you are working in CMYK. The computer is showing you what is realistic to expect from standard four colour printing. If you choose such a colour in the colour picker there is a small yellow warning sign to indicate that you are "out of gamut" ie that the colour you chose is not printable.
